Tender:  Consultation to Inform a Review of the Effectiveness of Section 25 of the Disability Act

The overall aim of this project is to conduct consultation to inform a review of the effectiveness of Section 25 of the Disability Act 2005 and recommendations to facilitate the obligation for public bodies to bring their buildings into compliance with Part M 2010 by 2022.

Section 25 of the Disability Act deals with access to public buildings. It states that a public body shall ensure that its public buildings, are as far as practicable, accessible to persons with disabilities. It requires the upgrading of older public buildings so that they comply with Part M of the Building Regulations. Under Section 25, public buildings are required to be upgraded to comply with Part M 2000 by 31st December 2015 and with Part M 2010 by 1st January 2022.

Action 26 of the National Disability Inclusion Strategy 2017-2021 states that the Office of Public Works (OPW) and the National Disability Authority (NDA) will conduct an operational review of the effectiveness of Section 25 of the Disability Act and make recommendations to facilitate the obligation for public bodies to bring their buildings into compliance with Part M 2010 by 2022. Consultation with stakeholders is a key element of this review.
