Building Information Modelling (BIM) involves the digitalisation of the construction industry through standardisation, incorporating manufacturing and off-site assembly. Significant opportunities are available to organisations and individuals who adopt BIM and while standards are very useful, the interpretation of those standards across professions and organisations has been a limiting factor in the success of BIM adoption.

The RIAI BIM Subcommittee is working together to realise a unified, usable, coordinated approach to Building Information Modelling (BIM) in a design environment. We have prepared a BIM Pack which provides a set of comprehensive Advice Notes and Templates for organisations and individuals considering undertaking a project in BIM. All documentation has been prepared for compliance with PAS1192 standards published by the British Standards Institute (BSI) and guidance documents by the Construction Industry Council (CIC). The documents cover all project stages including briefing, pre-contract submissions, appointment and post-contract documentation leading to handover.

With the publication of ISO 19650 as an international standard, the subcommittee will commence engaging with industry partners to encourage a coordinated approach to procurement and execution of BIM based on industry standards.

1. General 

Level 2 BIM
This document is an introduction to BIM for organisations and individuals considering undertaking a project in Level 2 BIM. Reference is made to other RIAI publications on Level 2 BIM, BIM Standards and guidance documents.

Bidding for a BIM Project 
Document outlining requirements for bidding on a project where BIM is a requirement with references to RIAI Advice Notes and templates.

Common Data Environment (CDE)
This document assists the Information Manager in establishing the Common Data Environment (CDE) in compliance with BS1192-2:2007+A2:2016. ALL project participants, who are producing any information, must engage with the CDE, whether they are producing models, drawings, specifications, reports, schedules, bills of quantities, or other related documents (files) or not, so this document also provides information as to how the CDE is structured.

Compliance Plan 
A compliance plan is a checklist that ensures work undertaken in BIM is in compliance with the Employer Information Requirements (EIR). In accordance with section 5.3, subsection a 1 of PAS1192-2:2013, bidders responding to an Employers Information Requirements are required to submit  a compliance plan which includes requirements for bidders’ proposals for the management of the co-ordination process.

The Compliance Plan should be referenced or included in section A10 of the Pre and Post contract BIM Execution Plan. Information exchanged with an employer where applicable must be checked for compliance with the EIR deliverables which in turn are based on Plain Language Questions (PLQs).

Information Management Roles
PAS1192-2:2013 identifies the types of roles that should be considered and likely responsibilities. The roles indicated here are for guidance only and will differ from project to project depending upon market sector, project size and the supply chain tier you are positioned in.

RIAI Advice Note - Terms, definitions and abbreviations for BIM
BIM includes numerous terms and acronyms that may not be familiar to everyone as it incorporates terms more commonly used in IT, Project Management and Legal documentation along with adding terms to describe new roles and processes defined by Level 2 BIM standards. In the interest of achieving a common language in the industry, the terms in this document should be used.

2. Brief

Organisation and Asset Information Requirements
This document assists Employers / Clients in understanding the requirements of PAS 1192-3:2014  and related standards in preparing an OIR and EIR which will be beneficial in preparing a robust Employers Information Requirements (EIR) using the RIAI Employers Information Requirements Template and Advice Note which will then inform the BIM Execution Plan for the preferred bidder, ensuring the project is executed efficiently and effectively using BIM.

Pre-Qualification Questionnaire
Pre-Qualification Questionnaires are used to streamline the bidding process by assessing the suitability of potential bidders prior to issuing tender documentation which includes the Employers Information Requirements (EIR). The form included can be used to assess initial capability to undertake a project using Level 2 BIM.

Employers Information Requirements (EIR)
The Employers Information Requirements (EIR) template and Advice Note are intended to support Employers undertaking BIM Level 2 in accordance with PAS 1192-2:2013. The EIR should be incorporated into the tender documentation, to enable suppliers to produce their Pre-contract BIM Execution Plan (BEP) upon which their proposed approach, capability and capacity can be evaluated prior to contract award. The EIR is also a key document with regards to communicating information requirements as well as establishing information management requirements and will act as a good basis from which to review the contents of the bidder’s BIM Execution Planning, confirming its completeness.

The RIAI practice sub-committee for BIM have also produced Advice Notes and Templates for a Pre-contract and Post-contract BIM Execution Plan which is aligned with the RIAI Employers Information Requirements Advice Note and Template.

3. Pre-contract

Pre-Contract BIM Execution Plan 
The purpose of the pre-contract BIM Execution Plan (BEP) is to demonstrate the supplier’s proposed approach, capability, capacity and competence to meet the Employer’s Information Requirements (EIR). The pre-contract BEP shall enable the employer to determine if the requirements within the EIR are achievable, allowing for adjustment or negotiation of the supply chain’s capabilities if necessary.

As part of a tender, this Pre-contract BEP shall be submitted by the supplier to the employer on behalf of the whole supply chain and shall include a summary of their capabilities and responsibilities.

Supply Chain Capability Summary Form
The Supply Chain Capability Summary Form is used by principal supplier to obtain enough information concerning the capability, capacity and intent of supply chain members to be assured that it has secured appropriate capability to meet the requirements of the contract and the EIRs in a timely and efficient manner.

4. Appointment / Contract Award

Responsibility Matrix
The document setting out responsibility for model or information production in line with defined Project stages as attached at or referred to in Appendix 1 of the CIC BIM Protocol (Second Edition). The Responsibility Matrix should identify the Specified Information to be produced, shared and published by the Project Team Member and the applicable Level of Definition (the Level of Information and/or Level of Model Detail).

Master Information Delivery Plan (MIDP)
Primary plan for when project information is to be prepared, by whom and using what protocols and procedures, incorporating all relevant TIDPs.

5. Post-contract

Post-Contract BIM Execution Plan (BEP) 
The BIM Execution Plan (BEP) shall list the agreed targets for responsibility, timely delivery, exchange, reuse and final handover of Project Information Models (PIM) to the client. It will also list all of agreed elements as outlined in the Employer's Information Requirements, BS1192:2007+A2:2016, PAS1192-2:2013, the BIM Protocol and the contract documents. The BIM Execution Plan should be maintained by the Information Manager and formally issued to all parties involved in the project.
